Yemen crisis: NGOs warn of collapse amid massive funding shortfall and deepening hunger

A network of international and national humanitarian organizations issued a stark warning Monday that Yemen is reaching a "dangerous tipping point.", as escalating hunger, eroding resilience, and collapsing humanitarian funding pushes millions of people deeper into crisis. This warning comes as an estimated 22.3 million people, nearly two-thirds of Yemen's population, are in need of humanitarian assistance.

In a joint statement, the more than 60 non-governmental organizations (NGOs) warned that over a decade of conflict, economic decline, and repeated shocks have pushed Yemeni families beyond their "absolute limits." The statement highlights the staggering scale of the need, referencing estimates that over 53 percent of the total population—approximately 18 million people—are currently experiencing severe food insecurity.

“The world cannot say it did not see this coming. The warning signs are already here,” the NGO statement said.

“Children are malnourished, food assistance is being cut, health services are collapsing, and millions of families are being left with no safety net. We are running out of time to prevent total collapse unless action is taken now.”

Yemen's nutrition crisis is one of the worst in the world. More than 2.5 million children under the age of five, as well as 1.3 million pregnant or breastfeeding women, are acutely malnourished. Nearly half of all children under five are stunted.

Despite these disastrous figures, the 2026 Humanitarian Response Plan is currently less than 15 percent funded. This massive shortfall has already forced sharp cuts to food assistance, which is projected to reach only 1.2 million people with "a mere fraction of a standard ration."

While recent Integrated Food Security Phase Classification (IPC) data revealed that nearly 5 million people in government-controlled areas experienced high levels of acute hunger between March and May—with 1.4 million experiencing emergency conditions—the organizations cautioned that these figures do not capture the full scale of the crisis in Yemen.

“Humanitarian organizations operating in northern Yemen consistently report that humanitarian needs are massive and that the situation is rapidly deteriorating,” the statement said.

“However, the lack of recent, comprehensive statistics and reliable data remains a major barrier to clearly demonstrating the scale and severity of needs.”

The statement highlights significant "data gaps" and infrastructure failures. Mapping revealed that, of the 68 priority districts experiencing emergency hunger and extreme multi-sectoral needs, 31 remain entirely uncovered in terms of active humanitarian programming.

Furthermore, 40 percent of the country's health facilities are nonfunctional or partially functional, which severely limits the capacity for malnutrition screening and treatment. As the health system continues to collapse, an estimated 19.3 million people require urgent healthcare.

The statement paints a grim picture of the survival strategies adopted by desperate families. To survive, households are reportedly selling essential assets, including productive agricultural land and homes. Children are being pulled out of school to work, and families are skipping meals.

According to the NGOs, women and girls are disproportionately impacted and often prioritize the nutrition of other household members. They also bear the physical burden of collecting water in areas where rising fuel costs have driven up the price of commercial water trucking.

External shocks have further compounded the domestic situation. Yemen’s high import dependency leaves it vulnerable to global price volatility, which has been exacerbated by recent escalations in the Middle East that have disrupted maritime shipping lanes and increased freight insurance costs.

“These macroeconomic shocks are compounded by erratic climate events, including localized flash floods and pest outbreaks in early 2026 that have ravaged domestic crop yields just as international aid hits an all-time low,” the statement said.

The NGOs underscore that they have the capacity and local networks to expand operations into underserved areas, yet they are hindered by funding shortages and administrative constraints.

The humanitarian and development organizations urgently call on international donors to provide flexible, multi-year funding and stress that food security assistance must be integrated with other sectors, such as nutrition, water, sanitation, and hygiene (WASH) to maximize impact.

They also urge donors to enhance climate preparedness and early warning systems and call on the parties to the conflict to guarantee safe, unhindered humanitarian access to the country's most neglected areas and to protect aid workers.

Yemen's ongoing crisis is set against the backdrop of continued fragmentation and conflict among multiple actors. These actors include the Ansar Allah movement, also known as the Houthis, who control the capital, Sanaa, and large areas in the north and west; the internationally recognized government, based in Aden; and various armed groups that control different parts of the country.

Over ten years ago, the conflict between the Houthis and Yemen's ousted government, alongside a Saudi-led coalition of Gulf countries, escalated when Saudi Arabia began launching airstrikes against the Houthis and their affiliated forces in 2015.

The unresolved conflict and climate-related disasters have forced millions of people from their homes.  Yemen is home to the world's fifth-largest internal displacement crisis, with over 5 million people displaced within the country. Those who are most vulnerable include internally displaced people, refugees, and migrants.
