Underfunded Emergency

The United Nations Special Envoy for the Great Lakes Region has told the UN Security Council Wednesday that the fragile ceasefire between the Congolese armed forces (FARDC) and the Mouvement du 23 mars (M23) rebels in North Kivu Province in the eastern Democratic Republic of the Congo (DRC, DR Congo) seems to be holding. Meanwhile, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) says the security situation in neighboring Ituri Province remains extremely concerning due to ongoing attacks against civilians. 

The World Food Programme (WFP) and the UN Refugee Agency (UNHCR) have warned in a joined statement Friday that WFP will be forced to make additional cuts to already reduced food assistance to refugees in Chad in April and may have to completely suspend assistance by May without immediate and sustained funding. WFP is appealing for $142.7 million over the next six months to maintain its refugee support program. 

Nearly 900 of conflict-related detainees are being released by the warring parties in Yemen in an operation that began Friday, raising hopes for a broader political solution to the conflict. The International Committee of the Red Cross (ICRC) is managing the implementation of the release operation, which includes flights between six airports in Yemen and Saudi Arabia over the period of three days, to repatriate the detainees.

Renewed violent clashes involving non-state armed groups are exacerbating the hunger and protection crises in the eastern provinces of the Democratic Republic of the Congo (DRC, DR Congo), leaving 10 million people in urgent need of humanitarian assistance, the international humanitarian organizations Oxfam, CARE International and the Danish Refugee Council have warned in a joined statement Tuesday.

Taliban officials in Afghanistan have informed the United Nations (UN) they are banning women from working for the organization in Afghanistan, the world organization said Tuesday about the group’s latest edict restricting the rights and movements of women in that country. The UN said Wednesday that it "condemns in the strongest terms" the Taliban's decision, calling the ban unlawful and unacceptable.

More than 56,000 Congolese refugees are receiving only half the food rations they need, due to a dwindling of funding for food needs in five camps in Burundi, according the United Nations World Food Programme (WFP). The refugees, most of them fleeing conflict in eastern Democratic Republic of the Congo (DRC), require food assistance to nourish their families.

In February alone, nearly 300,000 people fled across Rutshuru and Masisi territories in North Kivu Province, UNHCR said.

International donors have convened today in Geneva to jump-start funding for the humanitarian operation in Yemen. The high-level event was being hosted by the UN Secretary-General and the Governments of Sweden and Switzerland. Only 47 percent of hunger funding needs through the United Nations humanitarian system are met, leaving a hunger funding gap of 53%, according to the international non-governmental organization (NGO) Action Against Hunger. Released Wednesday, the 2023 Hunger Funding Gap report also found that countries experiencing the worst hunger crises received less hunger funding than countries with lower rates of hunger.

The United Nations and humanitarian partner organizations in Malawi have launched a Flash Appeal Monday to assist 4 million people, including 56,000 refugees and asylum-seekers, who have been hardest-hit by cholera and are at highest-risk of the disease. Local health experts say if urgent action isn't taken to scale up the response, the number of cases could double in the next few months.

The United Nations Refugee Agency (UNHCR) has praised Germany's commitment to international refugee protection. According to the UN agency, Germany made its largest financial contribution ever to UNHCR's global work last year, contributing nearly $537 million (504 million euros), and remains the second largest donor country.

Next year will set another record for humanitarian relief requirements, with 339 million people in need of assistance in 69 countries, an increase of 65 million people compared to the same time last year, the United Nations (UN) and humanitarian partner organizations said today. The estimated cost of the humanitarian response going into 2023 is US$51.5 billion (EUR 49.3 billion), a 25 per cent increase compared to the beginning of 2022.

The Norwegian Government is providing an additional NOK 51 million (4.8 million EUR) to support humanitarian efforts to help the Syrian population, which is in dire need of assistance. According to a statement by the Norwegian Ministry of Foreign Affairs, released Thursday, the additional allocation will bring Norway’s funding for life-saving assistance in Syria in 2022 to approximately NOK 750 million (71 million EUR).

The Bundestag, the national parliament of Germany, has approved additional spending of one billion euros to tackle the global food crisis in the coming year. After more than 17 hours of deliberations, the Budget Committee of the Bundestag adopted the federal budget for 2023 early Friday morning.

The United Nations World Food Programme (WFP) is warning that it will be forced to suspend its life-saving assistance to one million people in Mozambique's Cabo Delgado province unless additional funding is urgently received. In a media briefing Friday, the UN agency said it is also faced with funding shortfalls for the United Nations Humanitarian Air Service (UNHAS) that WFP runs on behalf of the entire humanitarian community.

Hunger and malnutrition are on the rise across the flood, drought, and conflict-affected areas of South Sudan, the United Nations (UN) warns. In a joint statement Thursday, the Food and Agriculture Organization of the United Nations (FAO), the UN Children’s Fund (UNICEF), and the UN World Food Programme (WFP) said that some communities are likely to face starvation if humanitarian assistance is not sustained and climate adaptation measures are not scaled-up.

The UN Refugee Agency (UNHCR) warned today of spiraling humanitarian needs for refugees and internally displaced people (IDPs) in Sudan as living costs soar due to the impact of the war in Ukraine, the lingering effects of the COVID-19 pandemic and extreme weather conditions resulting from the climate crisis. Sudan hosts among the largest number of displaced people on the African continent, including over 1.1 million refugees – mostly from South Sudan – and 3.7 million internally displaced Sudanese, mainly in Darfur and Kordofan.

The chief of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) Martin Griffiths has released US $ 100 million from the Central Emergency Response Fund (CERF) Friday to boost underfunded humanitarian operations in eleven countries in Africa, Asia, the Americas and the Middle East. As people’s lives and livelihoods are threatened by conflict, hunger, climate emergencies, and forced displacement, the United Nations (UN) need to assist 204 million of the most vulnerable people around the world.

The situation in the Democratic Republic of Congo (DRC) was the most neglected displacement crisis in the world in 2021, according to a report by the non-governmental organization Norwegian Refugee Council (NRC). The analysis, released June 1, lists the top ten least noticed displacement crises in the world in 2021.
