A Humanitarian Response Plan (HRP) is a document that outlines the coordinated response to a humanitarian crisis. The plan is developed by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in consultation with the government of the affected country, other UN agencies, and non-governmental organizations (NGOs).
The HRP provides a strategic overview of the crisis, identifies the most urgent needs, and outlines the planned response. The Humanitarian Response Plan also includes a financial appeal to donors to support the implementation of the plan.
HRPs are developed for protracted crises or sudden onset emergencies that require international humanitarian assistance. Examples of emergencies that may require an HRP include natural disasters, conflicts, and complex emergencies.
Humanitarian Response Plans are typically updated annually to reflect the evolving needs of the affected population and the resources available to meet those needs. Sometimes they are updated during the year to reflect changes in the situation of the people in need.
